As local authorities now retain a major share of the business rates they collect, it is essential that they have efficient collection processes in place.

This course explores the various methods, powers and services that are available to help local authorities collect business rates quickly, effectively and fairly. It examines the practicalities and legal processes of collection and enforcement and how enforcement agents can best exercise their powers on behalf of the local authority.

You will learn all about the effective collection and enforcement of business rates, and how to do so quickly, fairly and efficiently.

Learners will experience a range of classroom teaching methods including group-working, case studies and both individual and group presentations.

Assessment is provided by a mix of coursework, and verbal and written examination. Helpful feedback will also be provided to the learner and the employer.

What will I learn?

By the end of this Introduction to Business Rates course, you will be able to:

  • Understand the importance of getting preliminary procedures right.
  • Follow all the statutory processes and procedures throughout the whole of collection, recovery and enforcement of business rates.
  • Understand the financial importance of fast and accurate collection and recovery of business rates debts.
  • Explain the importance of observing statutory installments facilities.
  • Explain the importance of non-statutory arrangements to pay and how these can be used judiciously to expedite settlement of debts.
  • Explain the range of collection and payment methods.
  • Understand the correct procedures and pitfalls leading up to the appearance at the Magistrates Court.
  • Explain the processes and implications involved in insolvency.
